Michael's career is anchored in federal IT security at NASA's Kennedy Space Center, where he has supported mission-critical systems across multiple contract vehicles for over two decades. He has served as an Information System Security Officer (ISSO) and Systems Administrator on NASA system security plans, working directly with the NIST Risk Management Framework, FISMA, and NASA's cybersecurity compliance infrastructure. His roles have spanned network security architecture, vulnerability analysis, intrusion detection and prevention, and Security Operations Center support.
A U.S. Army veteran, Michael served with the 338th Military Intelligence Battalion at Fort Meade, Maryland, specializing in electronic warfare intercept systems. He holds an active Public Trust credential, CompTIA A+ and Network+ certifications, and an Associate of Science in Computer Information Systems (Summa Cum Laude) from Kaplan University.

He most recently served as Branch Chief of the GRC Governance Branch at the U.S. Department of Health and Human Services (HHS), Office of Information Security. He is the creator of the Cybersecurity Policy Governance Framework (CPGF), the Rogers Policy Maturity Model, and the Rogers Policy Quality Model.
He holds an active Public Trust credential, a CompTIA Security+ certification, and a Master’s degree in Cybersecurity Policy from the University of Maryland University College, (Summa Cum Laude). CISM and CRISC certifications are in progress.
